When he hits them if there is no monarch they become the monarch, and if a player then damages the monarch they become the monarch, so you'd have to give an opponent a turn as the monarch to become it yourself if using just Starscream for monarch shit I get the problem with transform but from a legal standpoint it probably always had to be this way to get the cards, as for the lack of classes it is a little odd but they don't typically give legendary artifact creatures two types because it's hard to make it fit on the type line and be easily legible at in a game with lots going on
